Johns Hopkins is committed to adopting, incorporating, or otherwise reflecting recommended changes and feedback in the final version of policies that are aligned with JHU values and commitments, permissible within legal parameters, and supported by national best practices for community policing and public safety. 

These draft policies are based on examples of 21st-century best practices in public safety policy. In developing the draft policies, Johns Hopkins consulted extensively with outside experts in progressive policing and benchmarked against the most reform-minded policing policies nationwide.  

Both tranches of draft policies have been shared with the JH Accountability Board for its input and are available below for your review. The first tranche was published on September 21, and its 60-day public comment period concluded on November 20. We extended the deadline by 30 days through December 20. The second tranche was published on November 30, and its 60-day public comment period concluded on January 29

When reviewing draft policies, please consider the following questions when submitting feedback:  

  • Is this policy consistent with the values and needs of the community? 
  • Does this policy help JHPD safely carry out its stated mission?  
  • Is this policy understandable? Are there any points that need clarification? 
  • Is there anything that needs to be addressed in this policy that isn’t currently reflected in the draft? 

Mirroring the process following the Memorandum of Understanding, a report capturing all feedback received throughout this process and sharing if or how feedback was incorporated will be posted online after policies are finalized.

Even though the public comment process has concluded, we will regularly review and update policies and welcome your feedback via email (publicsafetyfeedback@jhu.edu) or the JHPS feedback form, Contact Public Safety. A future report will include all feedback received during the public comment period.
